Dear Residents,

Happy 2012 everyone!

An eventful year has passed us – it all seemed so surreal as if 2011 just began. How fast time flew past us all!

One thing is for sure. Climate changes have become more evident with heavy storms, including hailstones a few months ago hitting USJ 11/3. And now, we are all experiencing very hot weather. We are not spared as far as climate change is concern – hence do spare a thought when we start to generate carbon with our insatiable appetite for energy. Learn to switch off lights or electrical appliances should you not be using them.

One other important issue, we would like to highlight is the collection which has seemed to have dwindled drastically in the last few months. As we have mentioned so many times before, the security services in our area are from contributions of the residents here. Without your continual support, we may have to compromise our safety and the safety of our families as this service may eventually grind to a halt should we run out of funds.

For your information, the fee is capped still at RM50 a month, payable every six months, for a 24 hour non-stop security services. We do not intend to increase the fees as we would like to make sure it is an affordable service for all of us.

Please make your payment to your respective Street Leaders if you have not done so. All checks should be made payable to “Persatuan Penduduk USJ 11/3, Subang Jaya, Selangor”. Please do remember to ask for your receipts.

Annual General Meeting:

Our annual AGM for our Resident’s Association is confirmed on Saturday, 18 February 2012 at the USJ 11/3 playground at 4:00pm to 6:00pm.

For your information, your present committee has been serving you diligently for the last 3 years. The time has come to hand the reins over to a new committee who can carry on the task of overseeing the operations of the security services, etc.

Hence, we would like to invite all our paying residents to nominate potential candidates to the new committee. Please note - nominations and voting will be restricted to paying members only. Elections for the new Committee will be carried out during the AGM. Please do come forward if you think you can contribute to the well being of our “kampong”.

Also, at the AGM, we will be presenting paying and non-paying residents list and the accounts for 2011. You can scrutinize the accounts in more detail then.

Family Day Party:

Right after the AGM at the same location, we will be having a family day party where you can also get to know your new Committee for 2012. Our ADUN who has generously provided some funds will be joining us for this event. There will be free food and drinks including light entertainment. So come and join in for a night of fun in our ‘kampung”. All are welcomed.

Maintenance:

Maintenance work such as repairs and painting will be carried out on our infrastructure for our security such as our guard house, the chain link fence, the drums, etc. We apologize if there may be inconvenienced caused.

We will also be requesting MPSJ to build a high fence behind the new bungalows just next to the Futsal court in our USJ 11/3 playground, to prevent balls from being kicked into the compound of the two bungalows.

Security Services:

The committee has already met with the Police recently to look into illegal workers working in our area. With the assistance from the police, we can take preventive measures and ensure the that our area is free from potential threats from criminals.

As per our last Newsletter, compact cameras for guards manning the entrance will be issued soon. This is to capture drivers coming into our area who may refuse to sign on the forms provided or if they appear suspicious. The guards will be trained to use the camera. We hope with this additional measure, we will be able to enhance our security and will act as an effective deterrent against potential criminals.

And finally, with Chinese New Year just a couple of weeks away, the Committee would like to wish all our Chinese friends, “Gong Xi Fa Cai” and may the year of the Dragon brings you good health and prosperity!

Dear Residents,

On behalf of the residents in USJ 11/3, we would like to welcome our new neighbors who have moved in or are in the midst of moving into our neighborhood. We would like to let you know that the security services are from contributions of the residents here. We hope you will support along with the rest of us for the sake of our safety and the safety of our families.

The fee is RM50 a month payable every six months, for a 24 hour non-stop security services. You can make payment to your respective Street Leaders. Their names and contact are published in the website. Please contact them or any of the Committee members should you have any queries.

Meanwhile for our existing members, collection for your security services for the period of October 2011 – March 2012 is still on-going. Please do make your payments as soon as possible if you have not already done so.

Please make your cheque payable to “Persatuan Penduduk USJ 11/3, Subang Jaya, Selangor”. Please make sure the name is complete and do pass it to your Street Leader once you have done that. Do remember to ask for your receipts as you will need it in event of insurance claims.

As usual, here are some latest updates to keep you in the know.

Annual General Meeting:

We will be having our AGM for our Resident’s Association on Saturday, 18 February 2012. The venue will be at the USJ 11/3 playground at 4:30pm. We are inviting all of you to attend this important meeting whereby the audited accounts will be presented along with the paying and non-paying residents list. Elections for the new Committee will also be conducted so please do attend.

This will be followed by our “Get to know your new Committee for 2012” family gathering. We will be inviting some VIPs to come and grace the occasion where free food and drinks will be served that night. This will also give us the opportunity to get all the residents together for a night of fun in our ‘kampung”. More details to follow in future newsletters.

Insurance Claim for Burglar Victim in USJ 11/3L:

The Committee will be handing over a cheque of about RM10,000 to another victim in USJ 11/3L. They were victims of a robbery by a masked gang a few months ago. The money was claimed on their behalf from the Insurance Company where we took the policy from.

Just so you know, this is the second claim we have made from the Insurance Company. The first was for a burglar victim from USJ 11/3A of which payment was also made to them a couple of months ago.

For your information, the Insurance Policy, which is still in force, was taken out by the Committee to cover all the paying resident’s losses in event of a burglar/robbery in their homes with the security funds that we have collected. Again, we hope all the residents will continue to support our security scheme by continuing to pay the subscriptions.

Here is a very important reminder - please ensure you keep the receipts for the subscription to prove that you have made payment as without that we cannot make the claims.

Security Services:

With many new security guards being deployed in our area, we noticed that some of these new guards failed to carry out their duties properly. We have taken up this matter with the security company concerned to ensure that such issues are addressed. If you do come across the guards not doing their duty, kindly note down the time, date and if possible the guard’s name (or a photo of them) and pass this information to the Committee for further action.

With so many renovations going on, we will also be getting the Police to make checks on the renovation sites so as to ensure that there are no illegal workers, working in our area. There have been cases of petty crime reported near to some of these houses under renovation. Although we do not know if these workers at these construction sites were the culprits, we would, nonetheless, like to take some precautionary measures by ensuring these checks are carried out.

An innovative idea has been contributed by one of our residents on the improvement of our security in our area. We will be introducing compact cameras to the guards manning the entrance into our area. In cases where the drivers coming into our area, refuses to sign on the forms provided or if they appear suspicious, the guards will snap a picture of their vehicles and their faces for our record using these compact cameras.
It will be time stamped and will be kept for a period of time where the pictures will be deleted if it is not needed. So next time your friends and relatives are stopped at the check-points, tell them to “SMILE” as they may be photographed by our guards!

This will also act as a deterrent to “would-be-criminals” as their faces and cars will be captured by these compact cameras besides our CCTV.

With the holiday season just around the corner, we would like to remind all residents going away during this period to exercise care and take the necessary precaution by securing your homes, leave the light on in your car porch and back lanes and inform your neighbors. Dear Residents,

Payment for your security services are up. We are now collecting for the period October 2011 – March 2012. We can only provide this service with your continued support. Please do make your payments as soon as possible.

Meanwhile, here are some latest updates within our area.

We have taken various measures to beef up our security in our area due to the escalating crime in and around our area. More checks were carried out on vehicles entering into USJ 11/3 without valid car stickers. It has proven to be effective in some ways and we would like to thank all the residents for their kind cooperation.

Meeting with USJ Police:

Recently, on 10 September 2011, we invited the USJ Police to meet with the residents. We also invited Councillor Rajiv for the meeting. Some 50 residents along with the Committee members came to meet with the Police at the USJ 11/3 padang.

USJ 8 Police Chief, Tuan Inspector Farid along with some of his officers came for the meeting. Tuan Farid then briefed the residents on the incidences of crime and the measures taken to prevent crime in our area. He also mentioned the "MyDistress" application, a service to send distress signal to the police with a touch of a button. The service is provided by a private company and it works on smart-phones only and currently the services are only available in Selangor with plans to roll it out nationwide.

He spoke about the crime rate in our area and has said that the G&G has been very effective in reducing crime in USJ and Subang Jaya in general. He also briefed the residents on the recent Parang gang active in USJ and said the police is doing everything they can to nab these criminals.

Councillor Rajiv briefed the residents on matters of interest such as the development that is currently taking place on the playground and the replacement for Alam Flora as their contract for the garbage collection services had been terminated.

Meeting with Kamal – resident of No. 10 USJ 11/3K:

At that same meeting, we also invited resident Kamal to meet with the residents as he had continued with his complaints to MPSJ and even to KDN in Putrajaya. Several residents particularly the ones living along USJ 11/3K turned up wanting to meet with him.

Despite an official letter sent and many phone calls and SMS made to him inviting him to the meeting, he did not show up. A lot of the residents especially from USJ 11/3K who wanted to meet with him personally to understand what he was complaining about - were disappointed when he did not show up.

Since he did not show up, we will inform MPSJ of his no-show as MPSJ was copied on the invitation to him for the dialogue with the residents.

Insurance Claim for Burglar Victim in USJ 11/3A:

The Committee has recently handed over a cheque of about RM10,000 to a burglar victim in USJ 11/3A. They were a victim of a house burglary a few months ago. The money came from the insurance claim which was paid out by the Insurance Company where we took the policy from.

Although the money was not enough to cover their losses and the trauma they had gone through, it was a small relief to the victims.

Letter from concern resident

Dear All,

Just to bring to attention the number of residents whom thinks by dumping their rubbish at public trees or areas will keep their home area cleaner. They think, eventually the garbage collector will collect it. This is happening in USJ 11 / 3 and I believe many other areas and sad because subang jaya / usj is supposed to be a developed area with affordable society. You will be surprise some even drives big cars to dump their rubbish there.

Regretably they do not CARE that by dumping rubbish at those areas, it will expose to crows, cats, other pest and even 'so called recycle scavengers' whom will leave the place dirty and unhygienic. Old sofas and mattresses left there might even collect rain etc resulting to aedes breeding etc. There is also someone whom dump his spoilt flourescent tube at recycle collection area and hoping will be collected within next few days by the organisation. What happen if someone accidentally step on it etc?

I think about time we have laws to make those caught to do community work instead of just fines. Am sure community work like doing cleanign of public areas will make them understand.

Insurance Payout

Burglary victim gets insurance payout thanks to USJ11/3 Residents Association's initiative

AN innovative initiative to insure all 500 houses who had subscribed to the Gated & Guarded scheme by the USJ11/3 Residents Association paid off when one house owner whose house was burgled received a “small windfall”.K.K. Ng, 64 received his insurance payout of RM9,925 recently from committee members of the association led by its chairman Ng Peng Hin.

“We insured every household for RM10,000 each in the eventuality of a burglary.”

“This is the first claim to be paid out by the insurance company since we started almost a year ago,” Ng said.
According to Ng, every household contributed RM50 monthly for security guards, maintenance of the fencing parameter and CCTV among others under their G&G scheme.

“We had some excess funds from the RM50 we collected from each household. So we invested it in insurance to cover for burglaries,” Ng said. K.K. Ng said although the amount was not enough to cover his losses, he was happy to receive the insurance payout.

“The break-in happened in June and we got the payout this month,” he said.

Attempted rape in USJ 11/3K

Dear Residents,

There was an attempted rape yesterday September 29, 2011 at around 8:30pm in a corner house which is still under renovation in USJ 11/3K.

An Indonesian worker brought a woman from our outside our vicinity in our area into that house and he attempted to rape her. She screamed and yelled for help and ran out of that house with only her underwear.

Her screams attracted the attention of our security who was on patrol. Our guard then went to her aid. A neighbor who lived opposite the house also came out to help. She took the young woman to the police station to lodge a report. The Indonesian worker was spotted driving off coolly in his blue Proton Saga - WCK 3645.

We have alerted all the neighbors and also our guards to keep a look out for this car and the people involved. Please alert the police immediately if you do see this car in our neighborhood.

Happy Malaysia Day - September 16, 2011

Dear Malaysians,

On Friday, 16 September, we celebrate the formation of our country, Malaysia when the states of Sabah and Sarawak joined the nation turning the then Malaya into Malaysia many years ago. This turn of events also involved Singapore as well but then these facts were not so prominently explained during our school days unfortunately.

But with the advent of the Internet, things have changed and information (accurate or otherwise) are now more forthcoming and important history lessons like these are now highlighted which gives us a better understanding of what really transpired.

Update on the meeting with Police and "friendly" neighbour Kamal

Dear Residents,

Last Saturday, 10 September 2011, some 50 residents along with the Committee members came to meet with the Police and to get an update from them at the USJ 11/3 padang.

The dialogue and briefing lasted for more than an hour and since it was still Raya, some of the neighbours brought out cookies and Raya goodies to share with all the neighbours while the Committee has earlier arranged for curry puff and nasi lemak for a makan-makan session. It was really nice to see all the neighbours gathering in such jovial mood.

Dear Residents,

We will be hosting a meeting for you with the Police this coming Saturday 10 September 2011 at the USJ 11/3 playground at 10 a.m. in the morning. The topic of discussion will be security related. We would like the Police to give us an update on crimes that have happened in our area and also how we can work together to make sure it will never happen in our neighborhood.

We have also invited Councillor Rajiv to come and meet with you as well to address other matters.

Also on the agenda is a meeting with our troublesome neighbor from USJ 11/3K, who has complained constantly to the authorities about the G&G scheme in our neighborhood since we started 3 years ago. Now he is trying to get the road USJ 11/3K fully opened again.

Rather than just the Committee members having to face off with him which has happened so many times in the past, we would like all the residents come forward to hear from him what his gripe really is. We have written to him officially and have copied MPSJ on the matter as we would like to put it on record that we have indeed invited him for a dialogue with you.

Dear Residents,

As we have mentioned in our last update, in view of the escalating crime in and around our area, we are planning on stepping up our security measures to ensure we curb potential crimes and deter criminals from coming into our area.

All entries and exit into our area via the 3 existing entries will be beefed up. Beginning end August (before the Raya holidays), all vehicles entering into USJ 11/3 without valid car stickers will be subjected to more stringent checks. If you are operating a home tuition centre or kindergarten in our area, kindly make sure that your clients apply for the vehicle passes. More details follows.

More cases reported:

Two recent cases were reported involving robbers breaking into houses with parangs. There were cases reported in USJ 11/2 last week and in USJ 11/1 only on Wednesday, August 17 at around 8:30am. Four masked Chinese speaking robbers armed with parangs climbed over the fence into the semi-D home and robbed the tenants of notebooks, cash and other valuables.

The robbers are getting more daring by the day. This means they will attack at any time and at any day. And the pattern suggests that they are actively operating in and our surrounding areas.

There was also a break-in reported at the Thai restaurant in USJ 11/3 last week in the middle of the night.

Heightened security measures:

Because of these incidences and with the long Raya holidays around the corner, we will strengthen the security in our areas.

We are attaching the forms for car stickers and passes for you to fill in and have it filled up and send it to your Street Leaders. All cars without cars stickers will be stopped and screened as such please be advised as we need your cooperation. If you have friends and relatives coming to visit, please inform them that they will need to register at the entrances.

All home tuition centers and kindergarten will be required to have their clients vehicles applying for passes. Again, the forms are incorporated in this newsletter. Kindly fill it up and send it back to your Street Leaders.

All other vehicles like contractors will also be registered.

Car stickers:

The attached form can be used to apply for car stickers if you have not done so. All residents in USJ 11/3 will be issued car stickers upon completion of the forms. You will have until end of September 2011 to apply for the new cars stickers if you have not done so.

With the issuance of stickers to all paying and non paying members alike, it will allow for better enforcement as residents in our area can easily be identified. Please return the old stickers/passes when you apply for the new ones. For more information, please check with your Street Leaders, for example, limited car stickers will be issued out.

Kamal from No. 10 USJ 11/3K:

This particular resident who has been harassing the Committee since we started the G&G is at it again. This time he complained to the MPSJ and as a result, our Chairman was summoned to attend a meeting in the middle of the day on Friday, 19 August 2011 this week.

His complaint now is focused on opening up USJ 11/3K. His reason – we are blocking emergency vehicles. We are sure a lot of residents will be against that but did not make their stand known to MPSJ and the relevant authorities.

Because of this continued situation, we would like to invite this resident for a dialogue with the Committee and the residents. We will be writing to him officially to come and have a dialogue with the Committee and residents.

The targeted date is 10 September 2011 @ 10 am – USJ 11/3K. You are all invited to meet with this resident to understand the nature of his complaint.

Police Dialogue:

We are also making arrangement with the Police to come to our area for a dialogue with the residents. It will also be held at the same place, date and time. Please do make time for this event.

We have also been advised by the Police, that residents going away for long periods of time especially during the holidays to register with them so that they know which house they will need to pay more attention to when they come and do their rounds.

The Committee is extremely grateful to the Police for they have been very cooperative and is ever willing to work with us, the Resident’s Association to minimize crime.

Same robbers robbed family this morning at USJ 5

This came via SJ Alert. Kevin of USJ 5 sms this message:

Dear All

A robbery happened at USJ5/1J at around 8.15am this morning. A gang of 3 Chinese and 1 Malay masked men robbed a family of cash and laptop. Total loss estimated at RM3,000+. Family was locked up in the bathroom. Robbers also warned the family not to lodge police report or they will come back n hurt the family.

August Newsletter - Updated

Dear Residents,

After our RED ALERT notice which was sent to all residents in USJ 11/3 last week, more cases were reported with regards to this suspected gang and other incidents

In view of the many incidents in and around our area, we are going to take steps to ensure we curb potential crimes and criminals coming into our area. We plan to implement and strengthen our security checks at all our 3 entry and exits.

Incidents reported:

We would like to highlight a few recent cases which took place. There were two robbery cases reported in USJ 18 and USJ 20 a few weeks ago.

And just last week, the infamous masked gang armed with parang also strucked USJ 18 twice. In the first incident, 3 men came in a Toyota Avanza and robbed the tenants of a house while in another incident, 2 men came on a motorcycle.

In another incident in USJ 17, a resident had parked his car in front of the Seven-Eleven and entered the shop to buy something while his wife was still in the car. A couple of men then entered the car and drove off with her in it. They then brought her to a secluded area, raped and abandoned her and drove away the car.

These are just cases that we know of and are highlighting it to you.

Beefing up our security measures:

Because of this incident, we are not taking any chances but to put everyone on high alert and we will beef up the security.

For a start, all tuition centers operating in our area are advised to get the visitor passes. Likewise all contractors & renovators will be registered and issued with work passes.

Paying and non paying members alike WILL ALL be issued with car stickers. This will allow for better enforcement as residents in our area can easily be identified. Please check with the respective Street Leaders if you have not been issued any car stickers as soon as possible.

Once this is exercise is done, strict checks on entry and exist on cars without valid stickers will be carried out. We hope to get the full co-operation from all residents.

Police Dialogue:

We are making arrangement with Tuan Basil of USJ8 Police Station to come to our area for a dialogue with the residents. Once we have established the date, we will inform all the residents of the venue, date and time. This is also in preparation for the Raya holidays getaway.

According to the Police, they also suspect that some of the robbers may be residents within the communities who knows have been observing our every movement. They could also be the ones who are objecting to the G&G program, in ensuring that it fails.

The Police have been very cooperative and is willing to work with the Resident’s Association to minimize crime.

We would like to advise all residents to be busy bodies especially when we noticed strangers in our community and be united in the interest of our family safety.

Dear Residents,

Firstly, to our entire Muslim residents, we would like to wish you “Selamat Berpuasa”!

We have sent a RED ALERT to all residents in USJ 11/3 a few weeks ago due to two recent incidents which happened days apart in our neighboring USJ 11/4.

Unfortunately, one of our residents became a victim to this very gang last Wednesday, July 27, 2011 at around 8:30pm despite the warning sent out by the Committee days earlier. There were 5 cases also reported on the same day in our area USJ 11. This was informed by the police who were investigating the case that day. This gang is still very active targeting mostly corner or end-lot houses with high fences and blocked out gates. They strike at around 8 pm or early in the morning at around 6 am. So, be warned. They may strike again in this area.

Change of security measures:

Because of this incident, we are not taking any chances but to put everyone on high alert. The security will be beefed up. Despite the poor response in collection, we have decided to change the security process.

From 8am to 8pm, 6 guards will be on duty. We will revert to the previous system whereby we will station 3 guards at the entrance during these times. The other 3 guards will patrol the streets assigned to them but they will only look after the houses and vehicles parked along the streets with valid stickers. Three gates will remain open during these times

From 8pm to 8am, there will be 4 guards and the procedure will be maintained as what it is now. Only two gates will be opened during these times.

This system will take effect this Wednesday, August 3, 2011.

Car stickers:

Cars with expired yellow stickers will be asked to return it at the entrance with immediate effect. Please return your old stickers and ask the new ones from your street leaders. Your cars will not be looked after if they are still using the old stickers. You may also be stopped for details so please avoid this and make sure you ask for your new stickers.

For non-paying residents, the Committee is issuing a different colored sticker for you. If you have not collected your stickers, kindly look for your street leaders. If you do not display any stickers, we will assume that you are a non-resident and you will be stopped by our guards. To avoid any inconvenience, please apply for your stickers.

All residents are encouraged to abide by these simple rules. We want to keep strangers out of our area so your cooperation is very much appreciated.

Cooperation from Police:

We plan to have a dialog with the police again soon. We are looking engaging with the police to heighten the patrols needed in our area especially during the coming Raya holidays. This is also to ensure that besides our guards, the police will be coming into our area to enhance the security. Their presence is important to deter crime in our area.

Passes for Contractors, Private tutors and Kindergarten operators:

The Committee is looking into issuing passes to these categories of people coming into our area to ease their entry and exit. This way, the checks at the entry will be speeded up. Please look out for more information on this matter in weeks to come.

Collection:

This topic has been highlighted many times but it seems some residents have not paid for reasons only known to them.

Please make your payment to the respective street leaders. If you have problems getting to them, kindly call any of the other Committee members.

The Committee has come up with certain ideas and suggestions on how to improve the collection. One of it is to look for retirees who can spare their time to help collect the money for a small token in return. We hope to recruit at least 2 persons, one for rows A-J and one more for rows K-P. Please contact any of the Committee members if you are keen or if you know of someone in our area who is able to help us do the job.

Increased patrolling:

The Committee will help patrol the area. They will be in their cars in different times with their beacon on. If you would like to play a part, please do purchase a beacon or get in touch with the Committee and we will let you know where to purchase one. For your information, most of the Committee members own and paid for one unit to be used in our area.

You can also play an active role by boosting the morale of the guards such as spending some of your time with them at the guard house. You can also help to be the eyes and ears and watch out for suspecting cars moving in and around our area. Please do alert our guards should you see anything which need immediate attention. Further improvements:

We will be looking at ways to improve on the security services. A discussion with the security company is on the works. This includes filtering out and removing non-performing guards. We have had some feedback on their services from you and we do agree that there is room for improvement especially with relations to the newer guards. We will definitely take this up with the security company. We would like to thank you for your feedback. Please do continue to do give us such feedback as it will allow us to address these and other issues with the security company.

And finally, please be alert at all times! The criminals are still very active in USJ. Let us not take our safety and the safety of our families for granted.

To all residents in USJ 11/3,

RED ALERT - the same gang which struck in USJ 11/4 has hit our area tonight despite us sending out red alerts in the past weeks. They had climbed over the fence of this end-lot house in USJ 11/3L, terrorized and robbed the family at around 8:30pm tonight (27 July 2011).

There were four of them - 3 Cantonese speaking Chinese and one chubby Malay. All of them were armed with parang and were wearing surgical masks. One of the Chinese man had his hair dyed blonde. They waited until the maid came out to dry the clothes before they struck which seem to give the impression that they have been watching this house for some time.

Two of them climbed over the gate while the other two climbed over the side fence. The house is an end-lot and has high fence and a gate which is installed with wood. That made it impossible to see what was going on in the house from the outside which was perfect for the robbers.

They herded the occupants and locked them up. Before that, they had asked where the CCTV was installed and also the valuables. They took away the CCTV unit, a safe, a computer, cash and jewelry. It was all over in about 10 minutes and they took off in a old Honda car. Unfortunately, the witness who saw the car could not make out the model or the color as the area was not so brightly lit.

They seemed to target corner or end lot houses with high walled fence and also blocked out gates. They would come around 8pm - 9pm and also around 6am - 7am. With that in mind, please look out for yourselves and be vigilant at all times. Change some of your routines and make sure you do check the surroundings before you open the gate especially during those times mentioned.

These crooks will strike again as they have had some successes here. So be extra cautious during these times especially if you are living in a corner house or an end-lot and have blocked out gates and high walled fence. Please do look out for one another as neighbors to prevent such incidents from happening again.

Another case reported in USJ 11/4

Dear Residents,

We would like to send out a RED ALERT to all our residents in our area as there was another similar case reported yesterday (Monday - 11 July 2011) at 6:30 am. Four robbers armed with long parangs broke into a house and herded all the occupants in the bathroom. They then ransacked and took away all the valuables. They are suspected to the same gang responsible for the robbery in the same area just days before.

Be extra vigilant and be alert of groups of men in 4 or 5 moving in a four wheel drive. They are known to be well dressed. Call the police immediately if you see such suspicious people to get them to check these strangers out.

Make sure when you drive home and if you suspect you are being followed, do not drive into the house but instead drive round the block. If you are still being tailed, quickly give your relatives a call or make a call to the police immediately.

Make sure your doors and grills are secured at all times even if you are home. The robbers are getting extremely daring - breaking in while the occupants are in the house.

Look out for your neighbours especially if you see unfamiliar looking cars parked outside or nearby their house. The vehicle could belong to the robbers. Take a picture with your mobile phone and note down the registration number.

Please be alert at all times.

ROBBERY IN OUR VINCINITY - updated

Dear Residents,

A daring robbery was reported by a resident at a corner lot in USJ 11/4D last Thursday, 7 July 2011 @ around 8pm. FIVE Chinese-parang wielding robbers followed a girl driving home alone. They rushed in the moment the remote gate was closing after she had entered her home. They then herded the family into the bathroom. They ransacked the house and took away a substantial amount of valuables.

Although gated and guarded, at the time of the robbery, there was a funeral nearby and the guards on duty were not able to identify for certain outsiders who went into the area. To make matters worse, the main door of the victim's house was also ajar at that time of the robbery.

According to the victim, the robbers all spoke in Mandarin with a southern accent. It was also reported that a similar case happened in SS2 the very next day. Police suspected that it was the same gang who were responsible for that robbery in SS2, due to the similarity in the modus operandi. They also suspect that they are the same gang operating in the Kota Kemuning area.

Meanwhile, back in our area in USJ 11/3, with the impending plan for us to change the security system to the guards patrolling only (no thanks to the apathy of some our residents who refused to pay), we are advising all our members to be extra vigilant and to make sure that at least your first line of defence is always in place, that is, make sure your doors are locked at all times even if you are home.

Dear Residents,

The collection for the subscriptions for April – September 2011 is overdue and we noticed that the response for payment from you has steadily improved right after the opening up of our boom gates and the simultaneous implementation of the patrolling system during the day. Continued support from you is imperative for us to ensure the security services are to carry on.

Crime is slowly making a come-back in the whole area of USJ there has been an increase in cases reported but also arrests. USJ 11/3 used to be a hotspot for crime but because of our G&G, it has come down significantly. However, if the collection continues to deteriorate, there may come a time where we will have no choice but to do away with the security services in entirety. And this is a real possibility as it has already happened in other areas and it will happen here is the support is not there from you.

Payment:

We would like to appeal to ALL of you to make the lives of your Street Leaders easier by doing the following:

1. Please make out the cheques and put it into the mailboxes of the Street Leaders so as lighten the burden of the Street Leaders and please notify them via their mobile;

2. Help us to ask your neighbors to make payment if they have not done so;

3. Make sure you get your receipts issued to you once you have made payment.

Recent cases reported in USJ 11/3:

You might be interested to know that at least four robberies have happened in USJ 11/3 in the last few months:

• Paying member in USJ 11/3A while they were out – the thieves managed to commit the crime despite the presence of our guards and Street Leader as they used the clothes to block the view from outside. The Resident’s Association is now facilitating and helping in insurance claim for the victim.

• Paying member in USJ 11/3C – crime detected and foiled by patrolling guards.

• Paying member in USJ 11/3K – attempted break-in but foiled due to patrolling guard.

• Non-paying member in USJ 11/3N – owner away overseas – thieves carted away everything inside the house. Lorry driver told the neighbor owner was moving house. Street Leader and guards could not contact owner to verify.

New Stickers:

The new car stickers are now ready for collection. You need to return your old (yellow) ones to exchange for the latest stickers. This is extremely important as when the guards do their rounds, they will only look out for the cars with valid stickers. In case someone tries to break into your car and you do not display the valid sticker, they will not intervene should anything happen to your car. So, please take note of this. The onus is on you to make sure you get your valid stickers upon payment.

The guards will be asking you to return the yellow stickers in exchange for new ones. Please make sure you get your new stickers as this enforcement will start from 30 June 2011 where only cars with valid stickers will be looked after by the patrolling guards.

Plaques:

As for the plaque outside your house, a new sticker will be put up temporarily to indicate that you have made payment as well. These stickers are important as we will be making some amendments to the operations of the G&G systems.

We also have a suggestion from our residents those residents who do not make payment to return the plaque as well. This will be carried out in the near future.

In order for you to get the new stickers for both your cars and your house, please make sure you expedite your payment if you have not already done so and do insist on getting your receipts and have your details properly recorded.

New Security system:

We have already reverted to the system in the day-time, in which we have carried out a trial run sometime earlier this year (during the Chinese New year). This is to be fair to our paying members and to ensure that only the ones paying will get the necessary attention from our security guards.

We now plan to expand system to a 24 hour shift basis. The Committee is proposing that all boom gates will be remained open 24 hours while all the guards will be assigned to certain streets for them to patrol round the clock. During their patrol, they will only check on houses and cars with valid stickers only. The boom gates will NOT come down at all be it day or night.

We plan to have a trial run of this new patrolling system during the coming Raya holidays. A new survey form will be given to you to have your feedback before we embark on this. Please see the last page of this newsletter.

Your “friendly” Neighbor:

A “lone ranger” who lives in No.10, Jalan USJ 11/3K has persistently been complaining constantly to the authorities over our G&G. Your Committee members have had to deal with his complaints over and over again including giving in to some of his demands and spending money to meet his demands and and yet he is still not satisfied. The latest issue which he had raised has to do with access along 3K. Once again, a report was lodged to to MPSJ by him.

Survey Form:

Before we embarked on this planned trial, we would like to get your opinion and feedback before we do the implement the new system scheduled for the Raya Holidays. Please fill in this form in the newsletter which was sent to your homes, fill it up and send it back to us by 15 July 2011. Your name, house address must be fully completed in order for us to consider your feedback. Only PAYING residents feedback are welcomed.

If you did not get a copy of the survey form, please any of our guards or our committee members before the closing date so that a copy can be given to you.

Dear Residents,

It is time for the collection of subscriptions again, that is payment for the next six months (April – September 2011). We need your continued support to ensure the security services will not be compromised in any way.

There is a story published on our blog on USJ 26 where because of lack of support, their G&G scheme came to a complete stop. Since that time, there was a surge in crime in that area. Please do visit our blog for that story which was extracted from SJ Alert.

While it has been relatively quiet in USJ 11/3, it has not been the case in some parts of Subang Jaya and USJ. The crime rate has in fact gone up in certain areas where it is considered vulnerable. If you like to know more of such stories, please sign up on SJ Alert or go to our blog and follow that link.

This is but just one source of such information. There may be more cases which we may not be aware of or are not reported. In which case, the number of criminal cases in Subang Jaya and USJ would have been higher.

And because of our apathy, our G&G scheme could also suffer the same fate. Sad to say, the collection thus far has dwindled (again) and without much cajoling or pushing, the collection is no longer seen as a necessity or a priority from some of us. If allowed to continue, it would just mean that we would all suffer the same fate as what has happened in USJ 26.

Please read on to see what you can do to assist us and the Street Leaders to ensure the continued safety of our neighborhood.

Payment:

Payment is now due for the months of April to September 2011. We have a banner displayed at the main entrance facing Taipan. The collection so far is about only 20% of the expected targeted collection. This is extremely poor and we would like to address this as soon as possible as without your support, the G&G will die a natural death. This is not good for us at USJ 11/3 and the Committee is determined to ensure that all steps are taken to have this security services continue.

How you can help expedite this for us is as follows:

Part of the reason for the change of this system is also due to the fact that the overall collection has dwindled and some of our previous subscribers are now taking the G&G scheme for granted and not paying for it. Therefore, the Committee has taken the position to only look after the interest of the paying members rather than continuing with the current system now, where all the residents are enjoying the G&G facilities, although many of them do not contribute or pay for the service.

In the new system, for the day session, all gates will be opened and the guards will be deployed to patrol certain streets. They will check on houses and cars with valid stickers only which will be issued to paying residents only. At night, the boom gates will come down and normal guard duty will commence as per our current operations. This new system will take effect from June 1, 2011.

New security devices:

In order to make this new patrol system work more effectively, we have to make sure that the guards are constantly doing their rounds for all our paying members.

We are now looking into acquiring a new type of device where the guards will carry it with them and will have their visits recorded whenever they do their rounds at the respective houses. This is a computer based system hence the guard’s rounds/visits can be easily monitored and charted to measure their performances and effectiveness. We will update you as and when we make progress on this matter.

What happens when support for G&G starts to dwindle?

Dear Residents,

Happy Wesak Day to the Buddhist Community!

Here is an extract from SJ Alert. Although you have been having a relative peaceful sleep and no reports of crime, there were indeed crimes happening around us. It is just that our G&G is keeping us safe and that we are now beginning to take this for granted.

This happened in USJ26 from a resident called Akil. He lamented that crime has returned to his neighborhood since the G&G stopped due to the non-cooperation of the residents there.

The subscription collection are now due. We hope we will not suffer this fate and that all the residents in USJ 11/3 will come forward to keep the G&G going to safeguard our neighborhood from crime.

Please read the following:

We had a break-in at our neighborhood yesterday between 4pm and 6pm during the heavy thunderstorm. The owner left the house at 4pm and returned around 6pm to find gate and door ajar. A suspicious silver MPV was seen leaving in a hurry when the owner returned with some tools used for breaking into the house, left behind. The owner reported the incident to the Police.

This is the THIRD (3) case since GnG stopped due to some residents apathy. And the thieves knows this and are targeting USJ 26. They being "professional", will always choose a time when we are most vulnerable for example:

1) Heavy rain, so even if the alarm sounds, no one will take notice.
2) Weekdays when no one is at home
3) Power failure (when CCTV and alarm not working)

Looking at the pattern…the guard can only serve as a deterrent….
And this was the case for the 2+ years crime free neighbourhood (while we had GnG implemented)
For those who don’t believe in GnG, IT WORKS……..

Hopefully, with these incidents, the residents at USJ26 can start to cooperate again.

Dear Residents,

We would like to inform you that a lot of survey forms have been returned to the Committee on January 26, 2011. Out of that, 65% of the respondents have agreed to have the trial run for the change in the way the security is managed whereby focus and attention will be given to the paying members’ homes ONLY. The trial patrol will commence on 30 January 2011 for two weeks until 14 February 2011.

The Committee would like to thank all the residents who have given us their feedbacks. You will be happy to know that, there are now new volunteers who have come forward and also people donating bicycles for use for the new system which will be on a trial run as stated earlier.

There will be an additional guard engaged specifically for the festive season. The main gates will be opened during the day and will NOT be manned. Instead the guards will be deployed to specific streets and they have been instructed to look after paying members’ houses ONLY. They will carry out patrol on the streets assigned and will carry out constant check on paying members houses.

Paying members will have a new sticker pasted onto the plaque for identification purposes. If you are one of them, kindly keep your front doors and grills visible for the guard to inspect your houses during their rounds. And if you are leaving for a long holiday away from your homes, kindly inform your street leaders so that we can pay extra attention to your houses.

If you do not see a new sticker on your plaque and you have paid, please get in touch with Mr. Gan You Lam, Vice Secretary, your street leaders or any Committee members. Please also have your receipt ready as proof of payment. The guards on duty will be given an updated list of paying members for their patrolling purposes.

For your information, from 8pm to 8am, the guards will revert back to the current system that is, manning the post and controlling the entry and exits. For the longer term, the Committee will be sourcing a device that can be installed at paying members’ homes which can track the number of times the guards come around to your homes to check on it. We will keep you updated on this as we make further progress.

Jan-Feb 2011 Newsletter

Dear Residents,

This is our first edition of the newsletter for 2011. As mentioned earlier, 2010 has been a challenging year even for your Resident Association. And why was that? Because towards the end of November 2010, our collection looked extremely bad and at that point in time, most of us in the Committee were concerned about our ability to carry on with the security services.

While the collection has started to trickle in since our last appeal in the newsletter, the overall collection and support in general has dwindled. This simply means, we may have to review our security services. Your support is very important, as without it, the security services will definitely “die a natural death” just like what had happened to some of the areas in our neighbourhood.

As such, we would like to revisit the implementation of our security services against the current scenario. At the end of the newsletter, you will find a survey form which needs your immediate attention. Please fill it up and hand in to any guard post before 26 January 2011.

Improvement works:

To improve the safety and security for our residents, the following works were carried out:

1. Concrete slab for Guard House No.4, daily operation works;
2. Provided and opening and installed handrail/concrete walkway at Gate No. 4;
3. Installed new gate and concrete walkway at Gate 6 for easy access to residents to the shops;
4. Replaced the wooden bridge with concrete (original metal bridge was stolen) near playground at the Pizza Vs Satay restaurant.

3rd Annual General Meeting:

Our Resident Association will be having its Annual General Meeting on Saturday, 19 March 2011 at 9:30 am at the MPSJ Auditorium.

You are invited to attend this very important meeting to scrutinize how the funds/collection is spent and what activities your Committee members have been doing throughout the year. It is also a way to show your support as in the last AGM, the attendance was extremely poor which give the Committee the impression that the residents in USJ 11/3 just do not care!

We will be electing the new Committee for the year and hopefully we will see some new faces in the lineup. We hope you will take some time to attend this important meeting which affects all of us. And to ensure you know that such an important meeting is taking place, we are giving you ample notice.

Accident reported at 11/3M:

While we are concern about attempted break-ins and snatch thieves in our area, we would like to highlight the road safety in our area.

On Friday (January 14) at around 1:30 pm, a resident’s son was knocked down by a silver colored Toyota Unser while he was alighting from his mother’s car along 11/3M. He was injured but luckily not too badly. This accident should not have happened as if all of us were to drive slowly and carefully especially along roads in residential areas.

The driver of the Toyota Unser, instead of alighting to help the injured boy, drove off leaving the mother in a state of panic. Fortunately a neighbour came out and helped the family to the hospital. A police report was lodged by the father of the victim. If you know of this transporter/driver, kindly get in touch with the Committee members. There is also no harm in lodging a police report of speeding vehicles if you come across any and let the police handle the case.

MY Kampung 3rd Anniversary Party:

As time was not on our side to organize the planned New Year Party, we have instead set a new date for our 3rd anniversary celebration. To be known as “MY Kampung 3rd Anniversary Party”, we plan to do it bigger and better than the last time. It will be held on Saturday, 26 February 2011 at 7 pm at the USJ 11/3 padang and you are ALL cordially invited.

We would also like to reiterate that the money for this celebration will be raised through generous sponsors such as hypermarts, banks, etc and NOT from the collection from you. We already have pledges from our ADUN, YB Hannah Yeoh’s office and several private entities. Among events planned for the night will be movies, bands, clown, stunt performers, etc. Since we are ahead of time, if there are any talented young people in our community who would like to perform, kindly contact the Committee members. We might be able to use your services! Food is planned for at least 800 people comprising Mee Goreng, Satay, Kuih, Nasi Lemak, cookies, etc. In addition, we plan to provide free medical-check ups for the residents.

Among the invitees will be our ADUN, our MP, the Police from USJ 8, YDP MPSJ, Bomba and our councillor for our area. We also plan to have prizes for the best dressed person and the theme will be our Malaysian cultural heritage.

So, do come in your best traditional costumes. You may win some great prizes!!

Security Services:

As explained earlier, due to the poor response in collection and the lack of interest from our community to be volunteers to help in tasks such as collection of security fees, the Committee is now reviewing the security services to reflect the current situation and to be fair to the paying residents.

We will be conducting a trial to remove all guards stationed at the 3 entry/exit points to only patrolling and looking after the resident’s house who have paid their last subscription on a 24x7 basis. The trial period will be in two phases:

1. 29 January 2011 – 6 February 2011
2. 7 February 2011 – 13 February 2011

The idea is to assign certain streets to the guards and that they will focus on looking after the paying residents homes ONLY. For this trial to be successful, we would like members to donate/loan any spare bicycles that you may have, for the guards to be more effective.

If you have not made your payment yet, kindly do so but please make sure you collect your receipt from your street leaders. Without proof of payment, your names with your home details may not be on the list and the guards will not look after your property.

Improvement works for our security services

Dear Residents,

2010 has been a challenging year for most of us in the Committee members. Quite frankly most of us were struggling to find time to meet and cope with the additional responsibilities in running the Resident Association and to look into the matters that affect our community.

However, it is our responsibilities and hence we have to find the will and time to cope somehow. Some of the Committee members have opted out or have not shown up for meetings hence hampering our progress and effectiveness in some ways. For the rest of us who are still pro-active, we will try our very best to cope with the added responsibilities that we have to shoulder. Otherwise, all the hard work will come to an eventual halt – something which we would very much like to avoid.

Collection:

The collection for the month of September 2010 has been very discouraging for certain streets. The following streets are showing a decline in collection:

USJ 11/3A, B, C and K. The rest of the streets, the collection have been very consistent. The Committee would be focusing on these few streets to try and improve our collection. This is crucial as without collection, our security services will come to a naught.

If you have not yet paid your subscription, kindly issue the cheques for RM300 for six months to “PERSATUAN PENDUDUK USJ11/3, SUBANG JAYA, SELANGOR”.

There has been suggestion that if this trend continues, the security focused will be disintegrated and manned by individual streets. The worse case scenario is, we will do away the security system in entirety due to the drop in subscription as we feel that it is not fair that you have to subscribe to your neighbour’s share. This is not the responsibility of the Committee alone and so if you feel that the security is important, kindly do the right thing and pay up your subscription.

Insurance Policies:

The insurance cover has been purchased for all the residents that have paid up the subscription. This covers any break-ins, thefts that have occurred. Please keep the original receipt as proof of payment in case you need to claim in an event of a break-in or theft.

The insurance coverage is for the period 1 September 2010 until 31 August 2011.

Infrastructure:

Improvement works will be carried out in the next few weeks for the following:

• Guard House at Gate no. 4, the area surrounding it will be covered with concrete as currently the rain has made the area soggy most of the time.
• At the same gate (Gate no. 4), there will be an opening and installation of a metal pipe handrail for facilitate pedestrian going in and out of our area.
• A small gate will be installed at Gate no. 6 near the Pizza and Satay Restaurant for convenience of our residents to gain access to the shops nearby.
• Replacement of the wooden bridge with a metal/handrail bridge at USJ 11/3A for access to the padang in USJ 11/2.
• Lighting at Gate no.6 will be rectified.

Car Stickers:

We would like to remind all residents to collect their car stickers if you have not done so. In the continual quest to improve on the security in our area, we intend to conduct more stringent checks into our area.

This will apply to parents who are sending their children to the tuition centre, etc. As long as there are no valid stickers on the car, the guards will be instructed to stop the vehicle. To avoid unnecessary inconvenience, kindly apply for your stickers if you are a resident in USJ 11/3. We also hope that all residents will cooperate and support the 100% checks on vehicles coming in to increase our security effectiveness.

As for all kindergarten and tuition operators, they are requested to apply for services passes for the parents coming into our area. This is to give them convenience to the entry and exit into our area without being stopped at the gates.

Attempted Break-ins:

For your information, there has been attempted break-ins and car thefts reported over the past months. There was an attempted to break into a house at No. 46, 11/3E on 15 November 2010 which happened around 12pm. There was also a attempted break-in/theft of a car just before Deepavali at 11/3L also at around about the same time.

We are far from being safe. Even with our heightened security measures, such incidences continue to happen. We can only be vigilant and constantly be on guard against such menace. For your information, there were a few houses that were broken into in the daytime over at USJ 11/4 some months back. This situation can only be reduced if we all cooperate and continue to help each other circumvent such incidences.

New Year Party:

The Committee plans to hold a New Year party at our playground sometime in early 2011. We would like to reiterate that the security subscription will not be used to fund any event organized for the community. Do watch out for more information in upcoming newsletter.

Saya ingin kongsi bersama cerita malang yang berlaku semasa majlis perkahwinan adik saya semalam (28/11/2010). Kami sekeluarga mengadakan majlis kahwin semalam di USJ 22. Majlis semuanya berjalan lancer sehinggalah selepas tamat majlis jam 4 petang.

Kami sekeluarga mula mengesan beberapa kehilangan dompet, duit, kad kredit dan duit mas kahwin. Sehingga malam dianggarkan kami sekeluarga kehilangan dalam RM 2500 tunai. Selain itu beberapa dokumen-dokumen penting seperti kad kredit, IC, lesen memandu dan kad bank turut hilang.

Kami mengesyaki 2 orang wanita melayu dewasa berumur sekitar 38-42 bersama 2 orang kanak-kanak iaitu seorang budak perempuan berumur antara 12-15 tahun dan seorang budak lelaki berumur antara 7-9 tahun terlibat dalam kegiatan mencuri ini. Mereka amat mesra dan beroperasi semasa pengantin sedang makan beradap. Mereka minta untuk solat dalam bilik dan mengunci pintu dari dalam sebelum menyelongkar bilik mencari barang berharga. Mereka memasuki semua bilik berdasarkan lokasi barangan yang hilang.

Mereka berpakaian baju kurung meron dan purple pada hari tersebut. Beberapa kes sebelum ini juga dilaporkan mereka menggunakan baju yang sama. Bertudung dan kulit hitam manis.

Berdasarkan maklumat polis, ini adalah kes keempat yang dilakukan oleh org yg sama yang berlaku di sekitar USJ dan Putra Height. Kami sedang cuba membantu pihak polis mengesan suspek dengan mengumpulkan gambar-gambar yang diambil semasa majlis tersebut.

Sehubungan itu, kepada sesiapa yang ingin mengadakan majlis perkahwinan di rumah diharap dapat berhati-hati.

We would like to inform you that there were a series of break-ins reported on Wednesday, 20 October 2010 in neighbouring USJ 11/4. This happened around 2:10 pm. Three houses were broken into with much of their valuables stolen.

Please be vigilant and do not let your guard down. You can do so by making sure that your properties are properly secured, alarms armed and if you are away for a longer period of time, do inform your neighbours and the guards so that they can keep an eye on your property.

1. SELAMAT HARI RAYA!

The Committee members of the USJ 11/3 Resident’s Association would like to wish all our Muslim residents and friends “Selamat Hari Raya Aidil Fitri”. In following the practice of the Muslim community, we would also like to say “Maaf, Zahir dan Batin” to al our residents for any unintentional wrong doings in carrying our duties as your Committee members.

The following is an update on all the recent activities that have carried out to date and also up and coming activities.

2. Subscription for October 2010 to March 2011:

It is now time for us to start the collection for the next six months. Please pay your next 6 months subscription to your Street Leaders as soon as possible. Without your support; we will not be able to sustain our security services. We also encourage you to make payment for the next twelve months as it will make our tasks easier. The amount for six months is RM300 or RM50 per month. The Committee members would also like to inform you that they will be doing a ‘walk-about’ in the coming weekends so please extend your cooperation, residents are welcome to join the walk about. Check issue in favor of Persatuan Penduduk USJ11/3 Subang Jaya Selangor

Due to the increase break-ins in USJ a few months ago, we had to take some drastic measures to overcome that problem. This included issuing stickers to non paying residents to conduct stringent checks on vehicle without sticker at our entry/exit points, closed some of our gates, increased our supervision of the security company and changing some of the schedules of the guards on duty.

As usual, there were many resistances to change and there were some criticism as well from the residents. But we had no other choice if we are to ensure that our security is not compromised given our limited resources. Guards are instructed to get motorists to fill up the entry form, while doing so their image will be captured on CCTV footage. The good news is that the incidences of break-ins have dropped drastically after these drastic measures were implemented

However, there was one incident of robbery reported three weeks ago at a hair salon operating in USJ 11/3. Two men and one woman confronted the proprietors and the people in the shop and robbed them of their valuables and cash. The criminals are now getting bolder and are turning to confrontation and robbery so be careful and take precaution of your personal belongings. A new Camry parked in MPSJ compound was also stolen 3 weeks ago.

As for the Committee, we are constantly monitoring and reviewing the security measures that are already in place to ensure maximum effectiveness.

3. Insurance Scheme:

The burglary insurance coverage of RM10,000 per house hold with terms and conditions applied is now in force for paying residents with official receipt issued effective from 1 September 2010 until 31 August 2011. In incidences of claims, please ensure you have the current receipt. Hence, it is imperative that when you make payment, please insist for your receipt and keep it in a safe place.New subscribers will be added onto the list as it grows. Please make sure you pay your subscription if you have not done so. Your coverage will be automatic from that point on.

4. Lighting the Streets:

It has been our intention to light up the streets within USJ 11/3. The progress has been agonizingly slow and the application is now moving between MPSJ and TNB. The Committee is determined to ensure we succeed in this. We will be following up on this matter and will report the progress as and when there are updates.

5. Improvements to the infrastructure, Security system and others:

• CCTV cameras are being repositioned to ensure optimum coverage
• Pedestrian walkway at Gate 4 to be improved for safety purposes
• Drain cover to be replaced at Gate 6 as the original cover was stolen
• Small gates at 11/3A and Padang facing shops to be closed at midnight daily
• Small steps to be build at pedestrian gate in USJ11/3A replacing the damaged ones.
• Small gates at 11/3P and 11/3 to be closed at 10 p.m. daily
• Lighting at Gate 6 to be rectified and improved
• Committee will be writing to MPSJ to lodge complain on Futsal court surface, Telco towers installed at shops and removing the yellow lines painted along Jalan Perpaduan.

6. Car Stickers and Entry Passes:

All residents in USJ 11/3 are now issued with stickers to facilitate and reduce the checks done by our guards on duty at the exit and entry points. With this measure, the guards can focus on conducting the checks on outsiders. So, please ensure you put up the stickers onto the windscreens of your cars to avoid inconveniences.

As for the many tuition centers and kindergarten operating in our area, please ensure you ask the parents coming into our area to apply for the entry passes (through our street leaders) to avoid being stopped unnecessarily) at the entry and exit points.

Vandalism along USJ 11/3K

There were incidences of vandalism reported earlier this week. It happened in the wee hours of Monday morning, 27 September 2010. Four cars which were parked along USJ 11/3 K were sprayed with black paint. It most likely happened when the residents were sound asleep.

In view of this, you are advised to monitor and report any suspicious people loitering around your area. They may be up to some mischief. At the same time, we have alerted our guards to be on the lookout for such people.

Do not let your guard down and be alert at all times.

Happy 53 Merdeka!

Dear Residents,

On 31 August 2010, we will be celebrating our 53rd Independence Day. After all these years, what have we learned? Take the last few weeks for example. We have been bombarded with racial rhetoric almost on a daily basis. So when is this insanity is going to stop?

We all live in peace in our humble abode, in our kampung called "USJ11/3". Apart from the crime which we have experienced (but has dramatically declined due to our community coming together) we have lived largely in peace and harmony amongst all the different races over the years and we will continue to do so.

So for this year's celebration, I have enclosed a very nice video clip with the song "Sejahtera Malaysia" played by a young girl which I thought will be good for all of us to listen to, as a gentle reminder that we cannot take our peace and harmony that we have enjoyed over the years for granted as there are people out there who will want to jeopardize that. Gated and guarded communities must not have objects obstructing firemen

RESIDENTS associations are setting up gated and guarded communities and the Fire and Rescue Services Department has no problems with it as long as they are not a hindrance in the event of an emergency.

There are no ministry guidelines on such schemes and the rules and regulations differ from one local government to another.

However last month, a set of guidelines were drafted to plan, control and monitor the development of gated and guarded communities by the Housing and Local Government Ministry.

The guidelines were drawn by the Urban and Rural Planning Department and the Cabinet is considering enforcing the guidelines throughout Peninsular Malaysia. The draft would include detailed aspects of planning and monitoring of gated community schemes in line with the Strata Titles Act 1985 (Amendment 2006) as well as for “guarded neighbourhoods”.

In the meantime, the government will not stop anyone from creating a gated community with guards but once the draft is in place, such schemes would have to follow conditions and regulations stipulated by the ministry.

Fire and Rescue Department Malaysia (Inspectorate Unit, Corporate Management and PR Division Senior) Superintendent II, Gan Hock Seong said the department had no objections but it would help if the residents associations discussed plans with the department before setting up such schemes.

He said now the discussion was with the developers but there were certain problems in gated communities that could hinder the department from carrying out their jobs in the event of a fire.

Gan said for example, the erection of boom gates and horizontal bars might cause a problem if they were not built to specifications as the recommended height is 16ft to allow their biggest vehicle to pass through.

“In such instances we can use our hydraulic tools to remove them but we could have responded faster if there were no such hindrances,’’ he added.

Gan said gated and guarded communities were something new and although there were no guidelines set by the Fire and Rescue Department, the residents associations could work with them to follow simple guidelines for a win-win situation.

In Selangor, for instance, 85% of the residents must agree for a guarded neighbourhood whereas a gated community needs 100%.

“This would help the department to reduce the loss of response time as obstacles and other hindrances could cause big losses in the event of a major fire,’’ said Gan.

He said although the department was equipped with the tools to remove obstacles such as boom gates, in most cases narrow access roads and security booths in old developments, which were not built to specifications, obstructed vehicle movement.

“In the event of a fire at high-rise buildings, the department would use the sky-lift and it would pose problems if the access roads are not wide enough,’’ said Gan.

Such schemes, he said, should not hinder vehicles from entering the area by putting up barricades and obstructions that were critical to response time.

Gan said under such circumstances, the department could issue the fire-hazard abatement notice under Section 8 of the Fire and Rescue Act to absolve them of any damages caused by the delay.

He said new developments were required to be designed with the minimum hazard or risks and this was provided for under the Uniform Building By-laws.

Cabinet approves ‘guarded community’ guidelines proposal

KUALA LUMPUR: The Cabinet has approved a proposal to streamline guidelines for gated communities and guarded neighbourhoods that have become increasingly popular among the security conscious.

Housing and Local Government Minister Datuk Chor Chee Heung said, however, that the guidelines would only be implemented after they had been considered by the National Council for Local Government (MNKT).

He said Deputy Prime Minister Tan Sri Muhyiddin Yassin was scheduled to chair a meeting of the council on Aug 26 that would be attended also by the mentris besar and chief ministers.

"The Cabinet recently approved the guidelines prepared by my ministry. But we need to bring them to the MNKT. Once the MNKT approves it, I will reveal the details," he told Bernama in an interview.

Gated communities and guarded neighbourhoods have sprung up in recent years as residents, especially in the urban areas, launched their own initiatives to protect themselves and their properties by employing private security firms to guard their housing estates. However, criticism has been levelled at these firms as they often install security booths at strategic entrances and exits of the housing estates, with some even having booms that prevent easy access and exit.

Chor said there were about 480 such guarded neighbourhoods in Selangor alone, and added that not all of the residents agreed with the move to establish a gated community while some had even refused to pay the monthly subscription fee for the service.

He said that currently there were no standard guidelines for gated communities and guarded neighbourhoods, but some states had come out with their own guidelines.

In Selangor, the local authorities have allowed a guarded community to be implemented if 85% of the population in an area agrees to it.

"The local authorities allow guardhouses to be built as long as the application is made through the residents associations, with the consent of at least 85% of the residents," Chor said. The residents associations must also agree that the guardhouse did not put up a barrier and its location posed no obstruction to traffic, meaning it must only be sited on the road shoulder, he said.

This was to avoid complications with existing laws as once the infrastructure was handed over to the local council, the roads, drains, parks and playgrounds should be open to the public unless it was a private property, he added.

"We hope that the ministry's proposed guidelines can be accepted by the various states so that they can be streamlined.

"For gated communities, it is not much of an issue as they already have a legal management body set up under the strata title and most of the apartments and condominiums fall under this category," said Chor. - Bernama

Dear Residents,

In subscribing to SJ Alert, you will get a lot of news on the happenings (especially related to crime) around Subang and USJ. I would like to share this posting from Encik Ghani who had sent this message to everyone in SJ Alert (TQ Encik Ghani). What is important to note in his message is that even when there are guards deployed, these criminals shows no fear and continue to commit such crimes. And so these types of violent snatch theft continues where potential and serious harm can befall the victim.

What we need to do is to be on the alert at all times and not take things for granted. This is so important. Also, for the non-paying residents, if you can help us lighten the burden for everyone in our community, kindly do your part and pay the subscription. It is only RM50 a month - to ensure our safety and the safety of our families, it is not such a high price to pay - is it?

Dear All,

Please be informed that around 11am today, two Chinese men have snatched a necklace from a lady at Jalan USJ 2/6 and USJ 2/6A. They were riding on a motorbike one is small young man and the other is old and a bit plum.

I was at the office when my wife called me. She heard a lady screaming and struggling, saw two guys on motorbike passed by. The men used knife to snatch the necklace. The lady was ok with a bit of bruises on her neck and still in shock.

I managed to call our guards and they were at the scene just a minute or two after it happened.

Later the residents came forward and in more than ten minutes Police came in.

Be careful to all since the same guys were the one who snatched my neighbour last December using chopping knife.

I am not sure where to turn/call when our guards are not around anymore. Eventhough its happen to non-RA members, I have asked the guards to try to chase them be extra careful and alert.

I hereby would like to plead all the residents and members to pay our subscription fees to ensure we could have our guards around to control the situation. It might not be perfect BUT still it is very effective and helpful.

Dear Residents,

I am extracting two comments related to our Security measures in USJ 11/3 which I thought will be good to be shared by all. I have also replied to the comments made by these two residents. Please do read the following.

Thank you for the prompt action taken to increase security. I understand that all these are for our own sake, but shouldn't everyone be bounded by the same restrictions? It has been more than a month since the small gate near USJ11/3D is closed, and I have been diligently using another gate though it means longer route and extra time. I have been accepting this fact though at times frustrated especially when I am running late. However, recently I realized that some residents (perhaps committee members) do have keys to the lock. On the morning of 26th July, I found the gate unlocked with no one guarding it. I couldn't think of another reason other than someone with the keys has conveniently use them and forget to lock it back. While I am not asking for the gate to be reopened, but if selected few could have the keys to use the gate, wouldn't it be unfair for the other paying residents?

Dear sir/madam,

Thank you for highlighting this matter. Please do understand that the Committeee members do not do this full time and there will be inherent flaws that may come about due to many reasons which may have been overlooked. The best thing to do in this case is to get in touch with the Street Leader concerned . If you do not get the response you need kindly escalate the matter to any of the Committee members. Their contacts are all published in earlier postings.

I am a 17 year old college girl. And don't think just because I am still a teenager my opinion does not matter. I have been living here for more then 15 years. And can I say after the whole gate and guarded thing, I am a little annoyed? No. I am extremely angry and annoyed. No doubt, the whole "gate and guarded" did make our usj11/3 more safer. The crime rates went down as well. Thank you very much. But do you know how much inconveniance it causes others? First of all, the small gates. "Thank God they have small gates!" I thought to myself when the fence came up. Maybe it would not be as easy to go out as it was last time, but it doesn't matter, all it takes is a few more steps and wallah! I reach the small gates.But now apparently, the gates are locked at 9pm. Ok, this is the part where I am EXTREMELY pissed off about. Every damn small gate in the neighborhood is locked at 9pm. I am a teenager, and naturally, I have a social life, so I go alot at night. And the worst part is, I live at usj11/3A. So I have to walk all the way to the guardhouse just to get out of the neighborhood. And yes, I know I know, its because they were a few houses that had a break in thats why the "locked the gates at 9pm" rule came out. But do you know how much inconveniance it causes others. And trust me, all of my friends that is living in usj11/3 feels the same way too. And your probably going to shoot the whole "there is a key for the small gates, and all I have to do is stop complaining and order them" thing at me right? Well, I tell you, I ordered the key. But until now, my key has not arrive. Did I pay? Damn right I did.

So now after 10 or is it 11 pm? I dont know. The ONLY entrance to usj11/3 is the gate infront of the shop lots. I am EXTREMELY pissed off at this aswell. What if one day someone had a stroke or something, and the ambulance was called, but when the ambulance reached usj11/3 it took atleast 5 minutes to try to locate the entrance. And by the time it reaches the person's house. Its too late. Just so you know Mr or Mrs, whoever that is incharge here, "Every second counts." And plus, I think somewhere in the law, it is illegal to block all entrances like that. I don't know weather its true, but my dad said it.

The third thing is, the guards are slugballs. I'm trying to find a word to describe them that is not so offensive. So slugballs it is. Everytime I walk pass some of them, they would blow wistles and say "Amoi. Balik rumah ah Ah Moi?". Its disgusting and disrespectful. And some of your comeback would probably be "It must be the way this girl is wearing lahh. She must have shown to much skin. Stupid girl, bring it on to herself and try to blame us."

Well I tell you, everytime I walk pass them, is when I am walking back from school.(last year) So technically I am in school uniform, and I always wear baju kurung (eventhough I am a chinese). And I dont think that is showing off too much skin. Infact, there is nothing to see in a baju kurung uniform. They are the guards, shouldn't they be protecting us instead of making us feel so uncomfortable?

And mind you, not all of them are like that. Just the ones that are guarding at the small gates infront of MPSJ in the afternoon. That's all I have to say. And by the way, everything that is posted here, is not from me only.

Dear Miss 17 Year Old College girl,

Thank you for your comments. You are correct in saying that your opinion does matter (even though you are only 17). After all, you are a resident in USJ 11/3 and that technically makes you part of our community.

I would like you to understand first and foremost, that the Committee members/Street Leaders, are just like you and me. Not some "Mr or Mrs who is in charge here..." as you have described us as if we are some "invaders" from some other planet. We are ALL residents here in USJ 11/3 who have a common interest - our safety. And in order to make our area as safe as possible, inevitably, we will have to deal with some inconveniences. This may come as a surprise to you but these inconveniences also applies equally to us all in the Committee as well.

Basically you are showing a lot of frustrations in your comments but that is understandable. But please ask yourself this - did you try to speak to any of the Committee members or Street Leaders about these issues? Their names and contacts are all published in earlier postings and they are friendly approachable people. Did you at least attempt to call any of them to share your concerns with them?

Constructive feedbacks from you and everyone else are important for us to do things right. We are residents, not some professional security companies, hence do expect flaws along the way. We do not do this all the time as all of us have regular jobs like your parents.

From your mail, I can identify three problems:

1. The locked small gates are posing problems to you - I suggest you get in touch with your Street Leader immediately so that it can be brought up in our regular meetings to be addressed and resolved.

2. The keys - again, please get in touch with your Street Leaders. If you have made payment, there is no reason why you were not given the key although this idea of issuing keys did not really work well.

3. The bad behaviour of the guards - please note down time and date and also if possible names of the guards. If you have a cellphone with a camera - take a photo of that guard and send it to us. We will take this up with the security company. They are employed to take care of our area so if they get out of line, we will do something about it. But judging from your complaint, chances are they are not our guards but guards from MPSJ.

The thing is, you are getting all worked up over such issues for nothing. Rather than calling names (slugball? - not cool) and getting "pissed off" (double not cool) why not just behave like a young adult and address it accordingly (and that is how you want to be treated right?). No need to express it like what you have done in your comment (words like "pissed off" several times).

Since you appreciate the crime rate has come down, I would like you to think about this. You are right about the safety thing after we have implemented our G&G. Imagine, now you are upset over some "cat calls" from the guards but what would happen if something more serious were to happen to you?

Like criminals breaking into your home and raping you and/or harming your family members? Do not for a moment think that this is not a possibility as there are much worst (what do you call them?) "slugballs" out there who are quite capable of carrying out such henious crimes!

So while we want to talk about the law being broken and emergency vehicles getting delayed in responding to emergencies and all that, would it not be fair to say that sometimes the law does not work to our advantage and that something needs to be done about it?

For example, lately there has been a lot of protest to the ISA. In this case, it does not mean that just because the law is there, it should be blindly abided. Rather because it appears to have inherent flaws, it should be challenged instead.

Now, would it not be logical for us to ask it for the present law towards the G&G be changed if it worked against us in terms of our safety? The government is in fact reviewing this G&G phenomena from the legal perspective. You must have read it as it was in the papers recently.

Anyway, I appreciate and would like to thank you for your comment again. You are a bright teenager growing into a young adult. Soon, in turn we hope, you too, can contribute to our safety and the safety of our community in the future as we, the present Committee members, look forward to the day when we can hand all these responsibilities to young adults like you.
